Andres Parmas is an Estonian lawyer, judge and the Prosecutor General from 2020. Previously, Parmas has held different positions in the Supreme Court and Tallinn Circuit Court. He has international experience in justice from the European Union mission in Kosovo, he is also one of the judges of the Kosovo Specialist Chambers. From 2003, Andres Parmas has taught at Tartu University Faculty of Law. Parmas has published articles on penal law (“The purpose and legal nature of confiscation of the instrumentum sceleris and its constitutional legitimation: judgement of the Supreme Court in rem 3-1-1-37-07” journal Juridica 8, 2008), crimes against humanity (“Crimes against Humanity in International Criminal Courts”, Juridica 5, 2002), and is one of the authors of the general part of the Estonian penal law.
